Little "flys" observed

Is there any species of tree that will react badly to insecticide? And can anyone recommend a good insecticide ?

Identification is necessary if you want to treat this. Not all bugs are insects.

Figure out what it is.
Then decide whethe rit is actually a problem for the plant
Then decide whether you need to take care of your tree differently to get rid of this, or whether you need to do something else like insecticide.

Fungus gnats for sure.
The only weird info you gave us was they were moving slowly. Usually they are very fast.
They are harmless, but the larvae are dangerous, they feed on fine roots.
I got rid of them in three stages:
1-) Yellow Stick Traps to control the adults.
2-) Neem Oil drenching of the soil to get rid of the larvae.
3-) Sand on the top layer, letting it dry well between waterings.
As a matter of fact, once I got used to water the bonsai less the gnats just disappeared.
