Any input on letting the top grow to allow the bottom to be refined bonsai material or do I use the top as new top much lowered in the chopped position?

Yes I'm thinking of getting it down to the bottom third which holds 80% of the trees needles. I'm unsure about when to do the cut- no in 90% dormancy or wait until it's about to shoot.

I'm taking the bottom two fifths. Removed wire on most the trunk. Trunk is about 10cm. So reducing the size now is important. Wondering on the approach I inserted a turnicate to the internode above where the tree will be reduce to. There is about another inch of trunk under soil in length.

Are you sure about the size? I cannot see the bottom of the trunk but unless a lot of prior pruning has happened, I would be surprized to find a 10cm thick trunk under that foliage.

The tree has a great taper from trunk to the top I want to get to. I'm going to let it grow. Unless someone can advise on when the best Time to chop back the trunk would be

I cannot see 10 cm wide trunk in the Photo.
