Had some permission to air layer a few juniper, wondering if I am too far into spring to start this now or will it have to wait until next year?

You can start it now. Junipers are known to sometimes take a long time anyway, so the chances of having to bring the layer through winter would always be there. Just get it started, and see whether you have roots in late summer. If not, wait till spring 2017 to separate.
