I have just recently started bonsai this year, and wanted to start growing a serissa bonsai. I can not tell if i need to do anything to the seeds before planting them. Do they need any special treatment?

Go the easy way: buy them already in pots.

Other than that, they should be pretty straightforward to grow from seed.
I don't think they need stratification or scarification. (But I can be wrong here).
