I just purchased a chinese elm sapling(?) from a nursery. I'm not sure of his age. I live in an apartment so I can't plant him into the ground to let him grow that way. Would I gradually move up in pot size through out the years? And how do I know when it is appropriate to do so? I have a back patio were he sits to get lots of sun and I water him when his soil gets semi-dry. Also I'm not sure when I should start pruning or feeding him. Any advice is appreciated. Picture included. He has a lot more growth now.

Two years, maybe.

Yes, but it is going to take long.

And how do I know when it is appropriate to do so?

Repot yearly the next few years. Check the guidelines for when to repot.

Also I'm not sure when I should start pruning or feeding him.

Look up the guidelines for feeding and for pruning. Pruning should be focused on growing a good trunk, with proper tapering. Read the basics on this site, and Google how to grow a trunk. One site that discusses this: but there are more.
