I've had this tree for around 2 and a half years and I've never had problems with the foliage looking dull until this fall season.
I haven't changed my usual watering schedule which is poking the soil under the rock throughout the day until it feels dry and than water it until there's water pouring out the bottom.
The tree is outside throughout most of the year but when it gets very cold I bring it inside placed next to a window where it can still get sunlight. I'm also thinking about buying a cold frame for the winter but I don't know if it would be much help as it gets to be around -30c here.
I've started to give it a liquid fertilizer around a month ago which is around when I first noticed that the tree looked a little off.
I also scratched the bark off a bit to see if the inside was dry but it appears to look fine underneath.
Any help is appreciated

That open wound fills me with pain. Would you do the same to your wife or children if they looked sick? Making open wounds just to see if there is life is a bad idea no matter species.
Trees need fertilizer when they are actively growing. Never fertilize trees in bad health and never fertilize trees in authum or winter. If there is no uptake it can acumulate and get toxic to your tree.
If you are in the nortern hemisphere. Now is not the time to solve any health issues. What you have right now is what you need to get thrue the winter. I would not recomend taking it indoors in winter. If you get minus 30 for long periods in winter I would asume that you are in a place that gets a lot of snow? If that is the case, put it away from wind and cover it in snow. Make sure it is always covered in snow the coldest days. Once the snow thaw and spring is here it is time to evaluate the health and take decition on next steps.

Thanks for the info on fertilizer, but I was also wondering if the tree was covered under snow how would it be getting water? I know that you shouldn't pour water on a cold tree because it can cause the roots to crack but then wouldn't it just dry out eventually.

I never water my trees when they are in sub zero temperatures. When it is above zero they get water from melting snow.
