Ponderosa Pine needs saving

PNW, Zone 6b, I have had it for a year, wired the first spring, took the wires off in winter, thrived up until this spring.?
I repotted it when I first bought it, kept about 30% of the organic soil, but the rest is bonsai substrate.?
I water it when the topsoil looks dry (ie. When the akadama looks a lighter shade).?
Not sure what's going on, would appreciate any advice I could get. Should I put it in the shade? Add more soil??

Hmm, there are some green needles still. The question is if the bud is still healthy. I do not know what would be normal for your climate this time of year. Here they are almost fully extended by now. How are pines in gardens and forests around you looking right now?

We had what the locals call a second spring this year. It got warm in the 60's/70's F in March, then dropped back down into the 30's/40's for most of may with rain and about 6 inches of snow. This is the first weekend back up in the 70's.
My spruce and maple are both doing well. But might have killed this, other pines like Japanese black pines are doing fine. Other ponderosa pines in the surrounding forest seem to be doing well.

Sorry, I ment how long the candle extension is right now on the local trees. I do not understand how long "doing fine" is. 
If the local trees has not started elongating, there may be a chanse for your seedling yet. If they already started, I agree with Geoff that it is dead.
