Trident maple not budding

Hi! My trident maple was so happy last year. Full of lush leaves well into November. This year it has yet to bud at all. I know it's not dead because I've scratched at the bark and it still green underneath. Even the outer branches are still green. Last year it lived happily on the deck with a grow light (our deck gets no natural sunlight). After noticing no buds this spring I moved it to the front door about a month ago so it could get natural sunlight. Still nothing. I'm in Zone 6. Thoughts??

I am also in zone 6. To me a tree that has not started budding in may is dead. But I have never scratched the bark on a tree to find out and do not know how a trident maple should look when alive or how long after the death it changes.
To me this trees is gone.?
