Not interested in discussing differences between pine and maples (which are massive): Is is in any case wise to chop first, then do the rootwork. But best would be to do the chop in winter. Then all the energy stored in stems & leaves has moved to the rootzone. Choopping the plant then, will result in massive top-growth, using the stored energy meant for a quick start of the whole plant, but only on a few buds..
A side-note: Personally, I would not chop just yet. If it were my tree, I would wait till repotting time (Very late winter, as soon as the first bud starts to show green). Then put in the full ground with roots spread over a tile, plate .. anything sort of flat to encourage surface root development. Let it grow on for 2 years (You should see a massive increase in trunk girth). In summer of the second year, cut all the roots at about 30cm (1 ft) from the trunk, to encourage feeder roots close to the trunk. Then chop in winter. Let it grow for another season. Put in a pot the year after.

Well, in 5 months it should have been growing well and more than able to cope with pruning. The Maples if re potted and pruned at the right time will be fine. Growth will not be stunted, in fact it should grow quicker. Mine do when I prune them.
With such a young tree balance if not an issue, as branches can be grown or grafted in place.
I have certainly managed to lose trees, some to the weather, some to neglect (missed watering). I have also lost Pinus mugo be re potting at the wrong time. But most of my trees are surviving in spite of me.

I always read that it was best to do that in early Spring. This is my first year with trees though so I haven't wanted to push the envelope too far with what I have. Thanks for teaching me something I didn't know! Looks like I will have a bit of work ahead of me in a couple months!
