This is juniper scale. Find a systemic insecticide that specifically refers to scale as a species to deal with.

Thank you. I have bought a spray for scale and have sprayed it 3 times now as per instructions and it’s still there. Should I just keep spraying until it goes away? I’m spraying about once every 10 days or so

check whether they are alive, or just the dried out scales. If you push with your nails, they come off. If there is fluid inside, they are likely alive.

So, you asked for identification and what to treat it with 36 minutes ago. The identification and remedy were posted 21 minutes ago. You purchased the recommended remedy at least 30 days ago.

He may have bought it and seen that it wasn't working and thought he would ask advice from a different forum.
In problem solving, you don't want to set the mind on a particular problem too early. If an earlier person said juniper scale, and the stuff didn't work, he may be looking for a different answer. If he says juniper scale starting off somebody is liable just to confirm and say yes.

Maybe, but if that is the case, the question should have included that he suspected it concerned scale and that he treated the tree against it so people know that and do not waste their time giving answers that appear to be pointless.

OK, please let us know how it went. They are nasty critters. I had them on my juniper and found they were dead after treating. But it took weeks outside for the remains to fall off.Winga wrote: Thanks for your help. I’ll give it a try
