Chinese elm is dying, need help!

Hello,
This plant had drop its leaves a couple of months ago.
Since then, new leaves are growing but dry out even before growing to their normal size (can be seen on the second picture).
I have tried making different conditions for the tree to recover: more natural light, more/less watering, warmer places, etc.. but with no success.
Any recommendations will be greatly appreciated!

Is the grit on top just a layer? Then remove it.
Is it inside? Then get it outside in dappled shade as soon as soring arrives.
Give is lots of daylight
Do not let it dry out
In other words, read this forum. There are several dozens of trees like yours with the same problems

I've had similar issues with elms in the past. One was after a late spring repotting to improve the soil. The tree was stressed and was using less water than I was giving it. So consequently I stopped watering for several days less and the foilage improved. Then I would water it again, the ends would droop and I would wait for them to perk up. I would check the soil daily 1-2 times. I ended up watering once every 4-5 days for about 1 month. Then it recovered and back to usual watering.
The second time was when I received a gifted mallsai elm. It was root bound in potting mix and dying. During repot I found compacted dry soil with no roots and soggy slop with a mixture of decaying and healthy roots. I pruned out all dead roots and left the healthy ones untouched. Replaced in same container after washing it out and used a 1:1:2 mix of pumice/lava/pine bark, medium-course. It's done great and grows like mad. I use it for cuttings, air layerings, and grafting. I think yours may have wet feet.
