My white pine looks about the same. I plucked needles last year, it's forming new buds now that are elongating so I'm not worried.
Can't tell how you treated this plant, so can't tell what's the problem. I don't seem to see many new buds? Hard to tell from the photo.

Sometimes when overwatered pine needles turn yellow on the tips.
