That ratio will kill everything. I get 3% H2O2 from my local drugstore, which I dilute maybe 1:10, so the stuff I spray on unhealthy trees is maybe around 0.3% H2O2. And yes, it works.

It was 1/3 cup of HOOH solution in the bottle from the drugstore, which it said is .3%. Since it is to solve root rot, I guess this is to be done without regular watering.
