Fungus on Juniper?

I've had this Juniper for about 8 months now. But a couple days ago I noticed some whitish and orange buildup on the lower trunk. I'm wondering if it could be fungus? Any help would be appreciated.

This is scale, a buildup of calcium carbonates. A sign of hard water.
A slight buildup is not a problem but when you get buildup like you are showing, you risk over time a deterioration of health.
Is this in a spot where it will get plety of rain part of the year to "flush"?

In the fall and winter it gets lots of rain. For now, is purified water a good option? And should I scrape off the buildup? Thank you!

That totally depends on what kind of water purification you have. Reverse osmosis and destilation works. Mechanical filter not.
