I am training this Ilex Shilling as a Broom style, should I round the top more and should I cut the lowest branch off. Suggestions are appreciated.

Welcome to the forum.
Yes, I would cut that first branch off.
No, I don't think this tree is suitable for a broom style, because if you study the traditional bonsai brooms, you will see that all of them have a very straight trunk below the foliage. Zelkovas are good for brooms.

Could be trained as an informal, for instance.

I would move the said branch closer to the crown by wiring it. It should not be a problem

On the other hand I would consider removing the second branch from the bottom on the right. Its already almost too thick (I guess you are going for a small size tree)

It also seems that there are a lot emerging from there. At least thats what I prsonally see from a picture

I think the thinner, lower branch on the right can be removed and the tree reduced in size by about half - but it's hard to tell this from a photo - especially if it's only one photo from one angle.

Here are a few more pics, that show the multiple trunks/branchs. I just repotted this so I will wait a few weeks before triming more. It has grown 1/3 in size and doubled foliage since the first reduction of 75% of the original tree. Sorry for the poor contrast.
