My Japanese maple has not changed much color yet other than the top. I wanted to spray and get ready for winter and wanted to know if it is safe to cut off the remaining leaves that is on the tree. Thank you

If the leaves do not come off easily when pulled then no, leave them

Now is the time to work on maples (specially pruning), so if the leaves haven't come off yet you can cut them off, where the actual leave starts, and make sure you don't damage the new new buds.
