Cypress branches cut was created by smutyo

Hi, I have a cypress I grew as pre-bonsai for about 6 years, the trunk is completely straight and I cut it's top a few years ago.
The tree is about 4 feet high, and has a lot of ugly side branches.
Is there any chance I can cut all of the tree's branches and keep only the trunk, so the tree grow new branches and I can actually work with it?
I know it's possible but I still don't know how to do that..

Well, I am very sorry, but I can see no taper at all in that trunk.
So, I guess you would have to chop it very low down, choose a new leader from one of the existing branches, and start all over again.
But I could be wrong, of course.

Hi, there is actually a little bit tapering between the base trunk (which was not captured in the picture) to the middle.
I never started any training with this tree and i'm also concerned about it due to very slow growth.
I should chop somewhere low, but I also want to grow new branches so I'm afraid it won't be able to recover from this assault.
How do I prune all of the lower branches and make it grow new ones?

I doubt you can cut off the branches and grow new ones, I am sorry to say.

Hi, I decided to chop it down to the first lower branch and make a taper, but I don't want to throw the rest of the tree so I thought about air layering..
Is there a chance I can do an air layer on the main trunk so I can regrow the upper tree? (I'm only experienced in air layers on branches)

The trunk is not different from branches, and you can layer this. Note that cypress and junipers are slow to layer, typically.
