when pruning a pine bonsai is it okay to prune away the entirety of the new candle leaving only the old?

Depends on the species, Black Pines yes, but White and Scots No. And only at the right time of year

In general, yes. But always leaving a proper amount of healthy needles or the branch dies. And the timing needs to be right, and varies between species.
