Repotting bonsai

Hi!,
I read that when the roots of a bonsai are far outside is necessary to repot it, and that summer is the best moment. Am I right? I would like to know what do you think about my bonsai roots, should I repot it? If yes, what is the best way?
I was thinking that repotting could help to grow more leaves (as you see in one of the pics, my bonsai has few leaves and some branches without any).
This is a ficus microcarpa ginseng, it has like 3 years and I live in Finland (cold and dark winters, our summer is just starting)
I will appreciate your opinion.
