The care guides all say to water baobab once a month. I just can't bring myself to do that when we have temperatures over 95F/35C from June to September, but I can water only two or three times a week. It seems like the idea is to prevent roor rot, so allowing the soil mix to dry out seems to prevent that.
How do I fertilize the tree? Any fertilizer is stuff dissolved in water, soaked up by the roots. No water means no fertilizer soaked up. Is there something here I am missing?

No tree in the whole world eat soil. No matter the environment they live in they eat nutrients dissolved in water. No water, no awailable fertilizer no matter how much you add.
How often to water a succulent (and give it a chanse to soak up fertilizer) is not only depending on the species but also on substrate and climate.
Succulets are very tolerant of dry conditions. Look at succulency as a battery. When water (and fertilizer) is awailable they charge the battery. When not they discharge it and use it for life support.
What succulents dislike the most is cold and wet soil, so do not water when temperatures is low. Second is permanent wet in summer. As long as the soil dries up completely inbetween watering you are fine. But again, it depends on the soil mix and your climate.?
As you know, I have no experience with baoabs.
