You need to wait a few weeks before you start your fertilizing schedule. Wait until you see new growth

Yes you can fertilize right after repotting. Depending on the amount of rootwork done, it may not be usefull though. If there are no growing roottips, there is no nutrient uptake. But if you did not do intensive roottrimming, light fertilizing is no problem.
