I kinda feel over care here. Be advised. Rooting hormone is applied when repotting not after it. Good luck.

I took the bag off during daytime after 1 day inside the bag and it kind of withered again (still was looking a little better than the picture i previously posted).
It's been crazy here from ~15 degrees C to ~30 degrees in just a few days and i think I will leave the bag on for a few more days (only during daytime) just to help the tree with the humidity.
The Privet seems to be doing good, new leaves seem to be developing (attached a picture) and i think it looks promising.

If you see new growth you really should wane it off the bag.Else the new leaves are developed adjusted to the moist conditions

After further investigation the buds were there before i repotted (looked at some photos before and after) . Seems like the privet has stagnated and it is still struggling i guess (as no new growth is showing).
There seem to be a few buds but they are not oppening.
A few days ago i saw a thin white root (i think it is a feeding root) that was growing up, above the soil and i gently pushed it back in and covered it with soil,i think that this seems to be a good sign.
I will keep it away from the sun, water it when needed and see where it goes from there.
It's been ~9 days since i repotted. I attached some photos i took last night.

Though i should follow up with an update.
The Privet is doing well, new growth is showing up.
I will wait for 2-3 more weeks before i start fertilising just to be sure the roots are well.
